Turns out the California Secretary of State has warned the vote-swapping movements that their activities are illegal (at least in California and several other states). The Secretary’s letter spelled it out plainly: “This activity is a corruption of the voting process in violation of Elections Code sections 18521 and 18522 as well as Penal Code section 182, criminal conspiracy.”
And although I had someone from Texas volunteer to participate in the swap with me within minutes of my registration, I decided against it. It’s simply more important for me that Ralph Nader and a progressive third-party like the Greens be able to participate in the process than seeing Gore beat Bush. So it goes.
